31 DECEMBER 2025 – NEW DEADLINE FOR THE TRANSFER OF EMPLOYEE DATA FROM REVISAL TO REGES-ONLINE

The Government has extended until 31 December 2025 the deadline by which employers are required to transfer salary data from the General Register of Employees (REVISAL) to the new REGES-ONLINE platform. The measure was enacted through Government Emergency Ordinance (GEO) no. 46/2025, published in the Official Gazette no. 863 of 19 September 2025.

According to the Ministry of Labour, the decision to extend the 30 September 2025 deadline, initially established by Government Decision (GD) no. 295/2025, was taken in view of the low rate of data migration by the targeted economic operators (23% of the total), as well as in order to prevent operational blockages in the system.

It should be recalled that REGES is an online platform accessible to employers, authorities and, in the future, to employees, which replaces the former REVISAL reporting system and also introduces the obligation for companies to report additional information, such as:

  • For disabled persons: disability degree, type and duration of the disability certificate (any change therein is due for registration within 3 working days); • Working place: fixed or mobile;
  • Working time: allocation for all employment contracts, not only for part-time contracts as before;
  • Date of the transfer, as well as the identification data of the receiving employer (including the transfer of company, previously unregulated); such data is due for registration within 5 working days from the transfer date (outgoing and incoming dates);
  • Suspension of the employment contract: the period, grounds for suspension, and the date of termination of the suspension, including medical leave (previously exempted); medical leave must be recorded within 3 working days from the date the medical certificate is submitted to the employer;
  • Posting in Romania: changes occurred during posting are declared by the receiving employer.

Sanctions and obligations under REGES-ONLINE (GD no. 295/2025)

Failure to register the employer in REGES-ONLINE within the legal deadline constitutes a contravention and is punishable by a fine of RON 15,000–20,000.

Failure to timely submit mandatory changes entails a fine ranging from RON 5,000 to 8,000, while failure to report secondments and suspensions within the legal deadline is sanctioned with a fine of RON 3,000–5,000 for each case identified by the control authorities.

Filling in the register with erroneous or incomplete data is subject to a fine of RON 3,000–6,000.
